Relationships with other bodies

In carrying out its statutory functions, including the development of National Environment Protection Measures, the National Environment Protection Council may establish relationships with other national bodies that have an interest in the impacts of proposed NEPMs.

Accordingly, the NEPC, NEPC Committee and NEPC Service Corporation have established Memoranda of Understanding or Agreements with the following bodies:

  •     National Transport Commission
  •     National Health and Medical Research Council
  •     enHealth (the Environmental Health Committee of the Australian Health Protection Committee)
  •     Standards Australia

National Transport Commission

The National Environment Protection Council and the National Transport Commission (NTC) have agreed to cooperate with each other in the development of national laws to control emissions and noise from all categories of road motor vehicles, in order to achieve the objectives of both parties. The Memorandum of Understanding provides a framework for coordination and consultation between NEPC and NTC, and assists them in fulfilling their respective statutory functions and obligations.

The Land Transport Environment Committee (LTEC) is established by NTC and NEPC under the Memorandum of Understanding, and reports to NTC and NEPC Committee on matters referred to it by the respective bodies.

National Health and Medical Research Council

A Memorandum of Understanding between NEPC and the National Health and Medical Research Council (NHMRC) was agreed to in June 1997. The MOU establishes a Liaison Committee comprising senior environment and health representatives.

enHEALTH

The Environmental Health Committee (enHealth) is a subcommittee of the Australian Health Protection Committee - enHealth is responsible for providing nationally agreed health policy advice and implementation of the National Environmental Health Strategy (enHealth was formerly known as the enHealth Council).

Given the expertise of enHealth on environmental health matters and the contribution that they make to NEPC and EPHC activities (including the development of National Environment Protection Measures), the working relationship has been formalised through an Agreement between enHealth and NEPC Service Corporation. Standards Australia

Standards Australia develops and markets Australian Standards covering a wide variety of technical and commercial areas. Standards Australia does not set environmental standards, which is the province of the National Environment Protection Council and jurisdictional governments. Australian Standards are often referenced in National Environment Protection Measures, with regard to specific technical issues (eg siting of monitoring stations, and procedures for chemical testing).

The Memorandum of Understanding between the National Environment Protection Council and Standards Australia provides a framework for communications between the two bodies, and establishes the respective roles of the two bodies in standard setting.
